Iowa Man Whose Case Led to Death Penalty Abolition Dies in Prison 2025-02-05Leon Robert Tice Jr., 84, died Jan. 30 at the Iowa Medical Classification Center after serving more than 60 years in prison for the 1963 killing of two children in Council Bluffs. Tice's case played a key role in the abolition of Iowa's death penalty, as then-Gov. Harold Hughes commuted his death sentence to life in prison, leading to the state's abolition of capital punishment a month later. Tice was the only prisoner on Iowa's death row at the time. Iowa has an unusual history with the death penalty, having abolished it twice - first in 1872 and then again in 1965, with repeated attempts to reinstate it since then.
