Iowa House Subcommittees Advance Bills Related to Carbon Dioxide Pipeline Project 2025-02-13

Three bills in the Iowa House that stem from a controversial carbon dioxide pipeline project received unanimous support from subcommittees on Thursday. The bills would allow those subject to eminent domain requests to challenge the validity of those requests in court while a pipeline permit is pending, cap the operational life of carbon dioxide pipelines at 25 years, and reestablish the Office of Consumer Advocate as an independent state agency. Pipeline opponents support the bills but asked for better protection against eminent domain, while Senate leaders have declined to consider stiffer restrictions in recent sessions.
