The incident occurred during a domestic dispute at a home he had previously shared with a former girlfriend. Responding officers secured the area and investigators determined the explosive was made from a metal lunch container containing materials designed to ignite and/or explode when opened. Berlin has been charged with first-degree arson, first-degree burglary and possession of an incendiary or explosive device. Immigration Muscatine Man Detained by ICE After Drug Charges Dropped 2025-08-17 A Muscatine man named Noel L. was arrested in July 2025 and charged with drug-related misdemeanors in Washington County, which have since been dismissed. However, U.S. Immigration and Customs Enforcement (ICE) has detained L. and is expected to transfer him to the Linn County Jail, raising concerns about potential deportation proceedings despite L. having lived in the U.S. since he was 2.5 years old and having no criminal history. Family members have hired an immigration lawyer to try to keep L. in the country, and a small group of protesters gathered outside the Washington County Jail to express their anger over the situation, which they believe is part of a 'deportation machine' involving false charges and coordinated jail transfers. |
