Iowa House Passes Bill Criminalizing Migrant Smuggling 2025-03-20

The Iowa House passed a bill to make human smuggling a crime. The bill makes it a felony to hide an undocumented person from police or transport them in an attempt to conceal them from law enforcement. The bill's sponsor, Rep. Steve Holt, said it would provide more tools for law enforcement to prosecute those engaged in human smuggling and concealing individuals here illegally to coerce them into slave labor. Some Democrats expressed concerns that the language could inadvertently penalize service providers trying to provide aid to vulnerable people based on religious or humanitarian convictions, but Rep. Holt said the bill requires intent to conceal or flee.

The bill, which had bipartisan support, is part of Gov. Kim Reynolds' efforts to support Iowa families. While some Democrats argued the proposal does not go far enough compared to the private sector, the bill was seen as a positive step in providing better benefits for state employees.
