The Iowa Supreme Court has upheld a rental inspection ordinance in Orange City, reversing a lower court's ruling that found the ordinance unconstitutional. The ordinance requires rental residences to be inspected every five years and allows the city to obtain administrative warrants for entry if a tenant or landlord refuses access. The court ruled that the ordinance could be applied constitutionally, such as if the inspections were conducted by a certified third-party organization. However, the plaintiffs, including landlords and renters, argue that the ruling leaves Iowans without a clear path to challenge the government's forceful entry of their homes.
